Test the parser/policy in isolation without a key:

go test ./...   # shellparse + tier0; vet is clean
go vet ./...

Project layout: cmd/jevrail/*, internal/adapter, shellparse, tier0, ctxinfo, jev, policy, audit, eval, config. Zero external dependencies (stdlib only).
